Benefits of Becoming a Contractor Network Member

PACE is a powerful financing tool that pays for a wide variety of energy-related measures in new and existing buildings. It provides an avenue for contractors to create new sales and execute large-scale projects that have long payback periods.

Interested contractors and service providers, including energy auditors, professional engineers, and solar developers and installers, should apply to become a member of the Show Me PACE Contractor Network and achieve the following benefits:

Benefits

  • Improve Proposal-to-Project Conversion – By providing additional means to finance the project within the proposal, more clients are able to fund and implement projects.

  • Removes Traditional Financing Barriers – Unlike traditional loans, PACE financing is tied to the building, not the business, allowing for “off book” investment in energy conservation and clean energy.

  • Facilitates Increased Project Size and Scope – presenting PACE as an option could motivate owners to expand on original project scopes.

  • Grow the bottom line – PACE creates a new line of business for companies. More projects means more cash for operations.

  • Provides Access to New Sources of Construction Financing – the PACE option means contractors do not have to utilize their own line of credit to fund projects.

  • Covers All Project Costs – PACE financing provides for hard and soft costs of project implementation, including design and modeling expenses.

  • Progress Payments – contractors receive long term payments for installation of new energy-efficient and renewable energy equipment.

  • Build Valuable B2B Relationships – Develop relationships with other clean energy market stakeholders, including municipal leaders, capital providers and participating business owners.

  • Expand Influence in the Community – the opportunity to have a large-scale influence on growing the efficiency and adaptability of a community.

  • Free Technical, Sales, and Marketing Support from PACE Program Staff – PACE Program Staff is available to help you to optimize your business and achieve greater investment in clean energy and conservation throughout Missouri!  Your company will be featured on the Show Me PACE website, with contact information allowing prospective clients to contact you directly.

The contractor listing is a registration; it is not a certification and cannot be used as such. Show Me PACE does not endorse or recommend any particular PACE Contractor Network Member.   This nonexclusive list of Contractor Network Members have participated in the Show Me PACE CNM Training Workshop and are interested in designing and/or installing successful PACE projects for Missouri businesses. This list is provided for your convenience.

PACE Process

Interested property owners or contractors should contact Show Me PACE to indicate their interest before developing a project and full application. Click here to access the initial interest form. Here are the subsequent steps.

    1. Apply: Submit a completed Show Me PACE Application, along with supporting documentation, including:

      • Draft Assessment Contract developed in conjunction with the chosen authorized Capital Provider.

      • Signed bid from Commercial Contractor for an Eligible Project.  While the contractor is not required to be a Contractor Network Member, membership is encouraged to ensure that the service provider understands and complies with all program requirements.

      • Savings Analysis detail, documenting energy savings, as well as operation and maintenance savings, financial savings and other quantified benefits, ideally completed by a Show Me PACE Contractor Network Member.

    2. Get Mortgage Holder/Sr. Lender Consent: Provide written consent from the existing mortgage holder(s) on the eligible property for the proposed Financing Agreement and treat the payments under the Financing Agreement as special charges applied to the eligible property pursuant to this Program. If the Senior Lender is not an FDIC-insured, Missouri-based bank, a ROFR from a Missouri lending institution is also required.

    3. Show Me PACE Approval: Show Me PACE staff will review the project to ensure that it complies with the terms of the Missouri PACE Act and program terms necessary to approve the project for PACE financing.

    4. Financing Agreement with Show Me PACE and Lender: The property owner, PACE lender and Show Me PACE will close the financing. Loan closing requires standard bank loan documents, plus the PACE Financing Program Assessment Contract (Tri-party agreement between CEDB, Property Owner(s) and PACE lender).  The final Assessment Contract will be recorded through the appropriate Recorder of Deeds office.  The Assessment Contract will be sent to the Collectors and Assessors offices as required by the Missouri PACE Act.

    5. Release of Funds: The property owner will draw funds for the project directly from the Capital Provider according to the terms agreed between those two parties. The project can be completed as planned.

    6. Confirmation of Assessment: No later than September 1st of each year, the PACE Capital Provider will certify the amount of special charges to be collected from the property. The Capital Provider will also provide a certificate that the work was completed accordingly and paid for by the lending institution.

    7. Pay Special Assessment: The voluntarily-assumed PACE special charge will be billed on a special assessment, due by December 31st  of each year, until the loan is fully repaid. The property owner must make this payment as scheduled or face the same repercussions as those that follow non-payment of the annual property tax bill.
